In my scrying meditations, I've heard whispers of a new demonic presence from the Wastewander shadow mages to the west. I must learn more! They communicate via coded messages that I've seen but I can't fully translate. I need a cipher that the rank and file thieves carry to be able to crack their code. Kill any Wastwander shadow mages you see and search them for any new messages. Loot the bodies of Wastewander thieves for the cipher.
